With reference to my dispatch Nity of 18, reporting

of 184040, reporting on Ordinance Dr. raising a Revenue by the Herming. Sprum, I have now the honor to state I the term for consumption pepeated in several clauses of that ordinance, was lowed in practice to operate to the prejudice of the farm, by mabling persons to wade exclusive right under the pretence... eat they were selling for exportation, - and not for consumption.
